In a large saute pan over medium high heat, cook chicken for 5-7 minutes. Flip over and cook for another 5 minutes.
Take chicken out of pan and place on plate. Set aside.
Lower heat to medium low, and in same pan add garlic, brown sugar, water salt and pepper. Mix around.
Add chicken back into pan and cook for another 10 minutes. Sauce will become thick and bubbly. Make sure to spoon sauce over chicken once in a while.
When chicken is done, spoon sauce over each piece and sprinkle with cut up scallions.
