Preheat oven to 400°.
In a large bowl, combine the flour, baking soda, baking powder, and salt.
Using the paddle attachment of mixer, or the back of a fork, cut the cubed butter into the flour mixture until it begins to crumble. Add cream cheese and continue to mix until crumbly.
Stir in chocolate chips, and then add half and half. Stir to combine.
Dump the dough out onto a floured surface (dough will be sticky and tacky).
Flour your hands and pat dough out into an inch thick.
Knead dough a few times, and pat our into an inch thick again.
Using a biscuit cutter, circular cookie cutter, or a drinking glass, cut out biscuits.
Place each biscuit on a large baking sheet.
Brush tops of biscuits with melted butter, and bake in preheated oven for 18-20 minutes, or until tops are puffed and golden brown.
