Preheat oven to 425°.
Line a large baking pan with foil. Spray with cooking spray and set aside.
In a large bowl, mix together shredded chicken, cream cheese, sour cream, salsa, green onions, cumin, chili powder, shredded cheddar cheese, onion powder, salt and pepper.
Scoop about 2-3 tablespoons of the chicken mixture onto each tortilla shell and spread mixture out so its an even layer on tortilla.
Roll tortillas up. Place on baking sheet, seam side down.
Spray tortillas with cooking spray.
Bake in preheated oven for 15-20 minutes or until they start to brown and look nice and crispy.
I made a dip with some salsa and sour cream (optional).
