Preheat oven to 425°.
Cook your 2 cups of rice, according to package directions. ( I made 2 cups of rice to have left overs. It made alot!).
While your rice is cooking, in a large bowl mix together ground beef, soy sauce, minced garlic, salt, pepper, bread crumbs and sweet chili sauce.
Roll them out into golf sized balls and place on a large baking sheet with parchment paper.
Bake in preheated oven for 15-20 minutes, or until golden brown.
Serve over rice, or your choice of grain. Drizzle with some sweet chili sauce and chives (optional).
