In a medium sauce pan over medium heat, add cream cheese, velveeta, shredded cheddar cheese, evaporated milk, pepper and onion powder.
Cover and let everything melt down. Give it a stir occasionally.
In the meantime, cook pasta according to box directions.
Once everything has pretty much melted, add half and half and whisk together with cheese sauce until everything is combined and sauce is smooth and creamy. You don't want chunks.
Once pasta is cooked and drained, and cheese sauce is completely smooth, dump cheese sauce in pot with pasta, and mix around until pasta is coated with sauce.
